Transforming government services around the world. Country case studies:
Looking for ways to modernize government services and make them more accessible to citizens? A secure digital ID is a big step towards establishing a trusted digital society.
Germany: Online Access Law (Onlinezugangsgesetz)
In Germany, the technological groundwork has already been established and the digitalization initiative by the German government will be a trailblazer for the broader adoption of the electronic identity card. Germany's national ID card is among the world's most advanced identification documents. With it you can prove your identity in everyday life, for example at the Bürgeramt (public administration office), at banks or at hotel receptions. By Autumn 2021, holders of Germany’s national ID card should be able to store a digital version of the card on their phone and use it as a digital ID.
Canada: Digital Government
Canada is hard at work digitally transforming its government with its federal digital identity scheme: the Pan-Canadian Trust Framework. At its core, digital government in Canada is about modernizing and adapting its services to make it more responsive, more resilient and better at serving people. The aim is to provide better services to people where and when they need them by permitting better collaboration across different governmental departments such that all services are secure, accessible, and available to use from anywhere.
Switzerland: e-Government (eID)
The organisation responsible for the expansion of electronic government services across the country is dedicated to building a transparent, cost-effective and seamless electronic government for the general public, businesses and the administration. Swiss residents would no longer need to send sensitive documents in the mail, remember multiple passwords or rely on password managers such as Google or Facebook. It would also provide legal regulation to online identities, addressing long-standing privacy and security concerns. However, a March 2021 citizen’s vote rejected Switzerland’s eID scheme for the time being.
Estonia: e-Estonia
The most impressive case of e-government to date is Estonia. Estonia’s NFC-chip embedded national ID card can be used as a proof of ID and furthermore provides access to all manner of e-services in the country. Examples of how the ID-card is regularly used in Estonia are as follows: As a legal travel ID for Estonian citizens travelling within the EU. As a national health insurance card. As a proof of identification when logging into bank accounts. For digital signatures. For voting. To check medical records, submit tax claims, etc. To fill e-prescriptions. From this list, it is clear that Estonia is leading in the digital transformation of its government.
