THE CASE Browser-based identity verification for digital citizen and mobility services using XignSys and PXL Ident

Whether for personalised tickets, public services or concluding contracts: companies and organisations are increasingly required to ensure that the person behind a digital user account is actually who they claim to be. The challenge: identity verification must be as convenient and fast as possible for end customers – whilst at the same time reliably protecting against fraud and misuse. This is precisely where the partnership between XignSys and PXL Vision comes in: together, the two companies enable a fully automated, browser-based identity verification with PXL Ident that works without video identification or selfies.

The solution is in live use in Germany and is being utilised by people across a wide range of age groups. With over 500 transactions per month and a completion rate of around 98 % for all valid started verifications, the project demonstrates how low-threshold identity verification works in practice.

About XignSys

XignSys GmbH specialises in digital identities, authentication and secure access platforms. With its solutions, XignSys supports local authorities, municipal utilities, mobility providers and businesses in implementing digital citizen and customer services. The focus is on secure proof of identity, user-friendly registration and login processes, and the integration of digital services via the central identity and access management system SAIIL. Looking ahead to the EUDI Wallet, XignSys is paving the way for digital identities and credentials to be used securely, interoperably and seamlessly across organisational boundaries.

Woman_scanning_bus_ticketThe challenge

The starting point was a project in the mobility sector. To issue personalised subscription tickets, the personal data provided during registration had to be verified reliably. At the same time, XignSys’s client company was facing an increasing problem with fraud.

The impact was clearly felt: for instance, more than 1,000 cases of fraud occurred in connection with the issuing of Deutschland-Tickets, involving subscriptions taken out using misused payment details. Returned direct debits, cases requiring clarification, and manual processing procedures resulted in a significant workload and additional costs.

Therefore, a solution was sought that would not only verify identities, but also create an effective barrier against misuse before a subscription is taken out, without the need for time-consuming procedures such as video identification or in-person checks. It was also essential that the solution could be used by a broad, diverse user base, as the mobility service’s end customers come from a wide range of age groups and have very different levels of technical familiarity. A complicated process involving the mandatory use of an app or video call would have presented a significant barrier to many user groups.

The solution

XignSys integrated PXL Ident into its SAIIL IAM platform as a co-branded solution. Verification takes place by scanning an identity document – completely browser-based, with no selfie or video identification required, as data is extracted quickly and reliably from the ID document. Users complete the process in a few simple steps directly in their browser, without having to install an additional app.

The technical integration went smoothly: as both sides use established standard procedures, the interfaces were implemented with minimal friction. The main development effort on XignSys’s side involved mapping the returned identity attributes and error handling to internal processes. Initial challenges – such as reading certain identity documents – were quickly resolved in close collaboration with the team at PXL Vision.

The solution has proven highly effective in live operation across the board: more than 500 transactions are processed each month, the mobility customer is satisfied, and support cases as well as hotline enquiries have now dropped to a minimum. End customers of all ages are successfully completing the verification process.

Around 98 % of all valid started verifications are completed successfully.¹

Another key benefit: once an identity check has been successfully completed, it can be reused for other connected services, meaning users do not need to repeat the process. XignSys no longer regards PXL Ident as a bespoke integration, but as an integral part of its own product portfolio to be offered to future clients – looking ahead to incorporating additional services from PXL Vision.

Why PXL Vision?

When selecting the solution, several providers were compared – and the decision clearly fell in favour of PXL Vision. The decisive factor was, first and foremost, commercial attractiveness: the pricing model proved the most compelling in a direct comparison. Equally important was the fully automated identification process, which operates without manual checks, video identification or selfies, running entirely in the browser. This is a crucial factor in serving a broad user base across all age groups without requiring an app installation.

“We looked at several providers. In a direct comparison, PXL Ident was the solution that offered us the easiest integration into the XignSys IAM system SAIIL, the greatest flexibility for customisation, and the most cost-effective operation.”

Furthermore, the partnership is characterised by collaboration on an equal footing: fast response times, a highly accessible team, and regular, constructive dialogue. Joint follow-up projects are currently under discussion to implement further digital identity use cases together.

¹Basis of calculation: Across all started verifications, the completion rate is 91 %. 7 % of all starts are rejected immediately at the beginning and therefore do not represent regular verification attempts. Based on the remaining valid starts, the result is: 91 % ÷ 93 % ≈ 97.8 %.
